Le colonel Fernand de Parseval de Foudras (1840-1909) connut une carrière militaire classique jusqu'en 1887. A cette date, le Comte de Paris avant témoigné le désir de faire achever par un officier supérieur français l'éducation militaire de son fils le duc d'Orléans, c'est de Parseval qui fut agréé pour remplir cette mission. Il prit aussitôt sa retraite, renonçant à une carrière assurée puisque, n'ayant alors que quarante-sept ans, il était le plus jeune d'âge des colonels d'Infanterie. Comme gouverneur du Duc d'Orléans, il accompagna le Prince aux Indes, pendant les dix-huit mois qu'il y passa dans l'armée anglaise comme sous-lieutenant.
