Have we know entered a period of history where empires have ceased to exist and the international system is exclusively composed of - formally independent and equal - nation-states The concept of 'empire' has recently resurfaced after the terrorist attacks of September 11th 2001 and the following campaigns in Afghanistan and Iraq with several scholars claiming that the USA pursues an empire with its unilateralist stance towards other political entities and the preemptive use of its far superior military forces.The following work tries on the one hand to illuminate the concept of empire in general and on the other hand to apply it to the United States of America in order to be able to answer the question on which this paper is based. In the first chapter, it will be tried to identify the distinct characteristics of an empire and to explain why their external behavior is fundamentally different from other political entities called states. Thereafter a limited selection of historical empires will be presented in order to demonstrate how different empires have been in the course of history. Subsequently the four different types of empires analysed shall be contrasted and compared with the contemporary United States of America. In the third chapter the behavior of the United States since the end of bipolarity is assessed mostly in terms of foreign policy and the use of its military capabilities. The focus shall be laid on the period after the demise of Communism, because during the Cold War aggressive actions of the United States were very often justified as being of a defensive nature and necessary to survive the contest for global supremacy with the Soviet Union. In the last chapter the concept of the so-called 'Lockean Heartland' is presented briefly and it is analysed why it is important in understanding the position of the United States in the contemporary system of international relations.Then, why is it important if the United States really represents an empire Because, if that is the case, it will have an enormous impact for the conduct of international relations in the 21st century, as an empire behaves in a fundamentally different way than a nation-state.

The looming menace ceased to exist after the break-up of the Soviet Union and the demise of Communism, and for several authors so did the raison d être of the Special Relationship as well.It was more however that brought these two countries together than the shared perception of a communist threat. Why is it that 'neither country has fully adjusted its mind to thinking of the members of the other society as foreigners', and that Americans still refer to Britain as the 'mother country' every now and then Why do certain authors call Britain the 'fortified outpost of the Anglo-Saxon race' or the 'unsinkable aircraft carrier' And is it just by chance that fictional author George Orwell calls Britain 'Airstrip One' and associates it with North America in his novel '1984' Is it a coincidence or are these - admittedly vague - expressions signs of subtle yet overarching bonds between the two countries This work will analyse and discuss various aspects of Anglo-American relations. The apparent cooperation in the fields of foreign and security policy will be assessed, as well as the more disguised realm of military and intelligence collaboration. Following is a chapter about two aspects that dominate our time, economy and business in the Anglo-American relationship. The last chapter attempts to illuminate the obscure field of 'private' relations between the Anglo-American nations, as well as the importance of the personal relationships between the individual Presidents and Prime Ministers. For a better understanding of Anglo-American Affairs the common backgrounds of the two countries are assessed historically, culturally and in terms of language. However, globalisation is a highly complex concept and not easily graspable. There are two extreme points of view regarding the phenomenon of globalisation. One, termed 'Hyperglobalist' claims that the world is becoming inevitably borderless and that truly global companies are the primary actors in this globalised world; states are only required to provide basic infrastructure and public goods needed by the companies (See Ohmae: 'The Borderless World'). A second extreme point of view, referred to as 'Sceptical', maintains that states are still the main actors in the global political economy and that the worldwide economic integration of today is not unprecedented in history (See Hirst and Thompson: 'Globalization in Question').It will be the task of this work to thoroughly analyse the phenomenon of globalisation and to uncover its underlying causes and its consequences for states, companies and societies around the world. One of the essential questions to answer will be, whether globalisation is a 'natural' phenomenon connected to advancements in technology or a project driven by certain actors, namely the 'Lockean heartland' (primarily the United States and Great Britain). The introduction and analysis of the Lockean state/society complex will be vital in this respect.In the first chapter, earlier forms of globalisation in history will be examined and embryonic forces that enabled future globalisation will be exposed. Following is a chapter about the changes in the global political economy since the end of the Second World War; various decisions and processes will be analysed that shaped the world in which we life today to a large extent.Subsequently in the third chapter, the process of globalisation itself will be examined on both theoretical and practical levels in order to understand what brought it about and what will be its consequences. This is preceded by the addressing of the 'agent-structure debate' and its role in understanding globalisation. Finally the phenomenon of globalisation will be linked with the state/society complex of the 'Lockean heartland', which will provide new insights into globalisation, its causes and possibly even some about its future.

The purpose of this study is twofold. First, the goal is to shed some light on the obscure concept of economic power and to illuminate its many facets and varieties. One of the most important aspects will certainly be the introduction of the concept of structural power as developed by Strange. Subsequently, the insights about economic power shall be applied to the international position of the United States as it has developed since the early 1970s. This point in time has been chosen because it marks a fundamental break in the international political economy since the end of World War II, according to Helleiner and other observers. The government-led Bretton Woods system with its inherent fixed exchange rates and its intended confinement of finance to the domestic realm was effectively terminated by the US in the early 1970s. Instead, a market-led 'non-system' characterised by free floating exchange rates emerged in the field of international finance.The academic and political relevance of this study lies in the fact that historically the demise of great powers - and the parallel rise of competitors - nearly always caused intense and violent conflict in the system of international relations. In addition, the pre-dominance (or hegemony) of states since the 17th century derived in a large part from their economic, and especially their financial power. This, in turn, is why this study seeks to find whether or not US economic power has been in decline since the 1970s.

Ferner werden die Konsequenzen aufgezeigt, die der Übergang von festen zu flexiblen Wechselkursen auf die Vereinigten Staaten von Amerika und ihre Verbündeten in Europa und Asien gehabt hat. Auch wird die Frage geklärt, ob wirklich von einem Ende des Bretton Woods Systems gesprochen werden kann, da die Organisationen, die zur Überwachung und Lenkung des Systems gegründet worden waren, wie z.B. der Internationale Währungsfonds, formal bis in die Gegenwart fortbestehen.Macht ist äußerst vielschichtig und es gibt keine einheitliche Definition darüber, wie sich Macht im System der internationalen Beziehungen manifestiert und aus welchen Quellen sie sich speist. Um die Leitfrage dieser Arbeit ob das Ende des Bretton Woods System einen Machtverlust für die USA bedeutete beantworten zu können, beginnt der Hauptteil daher mit einem Kapitel über verschiedene Definitionen und Theorien von Macht. Die vorliegende Arbeit konzentriert sich auf politische und ökonomische Aspekte von Macht, und vor allem auf die starken Wechselwirkungen zwischen diesen beiden Möglichkeiten, Macht auszuüben. Der spanische Bürgerkrieg fiel in eine geschichtlich äußerst bedeutende Phase kurz vor dem Ausbruch des verheerenden Zweiten Weltkriegs und schon in diesem Konflikt standen sich faschistische, kommunistische und demokratische Staaten gegnerisch gegenüber. Das faschistische Lager bestand aus dem Deutschen Reich und Italien, die Sowjetunion war der führende kommunistische Akteur und Großbritannien und Frankreich waren die demokratischen Staaten, die in erster Linie im spanischen Bürgerkrieg involviert gewesen sind.Die vorliegende Arbeit untersucht die Beweggründe der einzelnen Staaten, die an dem Konflikt auf der Iberischen Halbinsel beteiligt waren und analysiert die Auswirkungen ihres Verhaltens auf die Position der Republik und die der Aufständischen - kurzum, diese Arbeit untersucht den internationalen Kontext des spanischen Bürgerkrieges. Sie beginnt mit einem ausführlichen Kapitel über die Beziehungen der größten europäischen Mächte seit dem Ende des Ersten Weltkriegs und über die innerspanische Situation seit den 1920er Jahren. Erst dieses Kapitel über die vorgelagerte Historie ermöglicht die Analyse und das Verständnis der Handlungen der beteiligten Staaten. Im weiteren Verlauf der Arbeit folgen einzelne Kapitel über den jeweiligen Einfluß faschistischer, kommunistischer und demokratischer Staaten auf den Verlauf des spanischen Bürgerkriegs. Ein Punkt aus dem internationalen Kontext des spanischen Bürgerkriegs wird in dieser Arbeit aus Platzgründen so gut wie ausgeblendet - die Internationalen Brigaden. Diese hatten auf den Verlauf des Krieges zwar nicht einen entscheidenden Einfluß, dafür kam ihnen aber eine nicht zu unterschätzende symbolische Bedeutung zu. Ob nun die Symbole Drachen, Elefant oder Löwe verwendet werden, spielt keine Rolle. Entscheidend ist vielmehr, daß beide Staaten seit Anfang der 1990er Jahre ein außergewöhnlich hohes und anhaltendes Wirtschaftswachstum zu verzeichnen haben, das sie - bei dem Ausbleiben großer nationaler oder internationaler Krisen - in einigen Jahrzehnten höchst wahrscheinlich zu Großmächten mit Weltbedeutung machen wird.Die hohe wissenschaftliche und politische Relevanz dieser Arbeit besteht darin, daß, historisch betrachtet, der Aufstieg von Staaten im internationalen System immer sehr konfliktträchtig war, da die etablierten Regional- oder Weltmächte ihre führende Position nicht widerstandslos aufgegeben und den aufstrebenden Staaten überlassen haben. Unter anderem aufgrund ihrer einzigartigen militärischen und ökonomischen Macht sind sie der heutige Hegemon der internationalen Beziehungen. Es existieren jedoch eine Reihe von Akteuren, die sich auf verschiedenste Art und Weise dafür einsetzen, dass sich diese aktuelle Unipolarität zu einer Multipolarität wandeln könnte. Dies sind z.B. nicht-staatliche Akteure wie islamistische Terroristen, ein supranationaler Akteur wie die EU oder auch Staaten wie Russland und die Volksrepublik China. In der folgenden Arbeit wird nun diese Volksrepublik China näher untersucht und der Versuch unternommen, die Frage zu klären, ob sie sich getragen von einer äußerst rasanten Entwicklung der letzten zwanzig Jahre auf dem Weg befindet, eine Weltmacht der Zukunft zu werden. Die Frage ist von großer Bedeutung, da ein Aufstieg einer neuen Großmacht stets destabilisierend für das internationale System war und für große Konflikte gesorgt hat. Laurence J. Brahm hingegen zeichnet in seinem Buch China as No. 1 das Bild einer kommenden Supermacht China, die in wenigen Jahrzehnten den Globus bestimmen werde. Chinas geographische Größe und seine Bevölkerung von knapp 1,3 Milliarden Menschen sind sehr beeindruckend, doch müssen sicherlich noch andere Kriterien angelegt werden, um die gewählte Fragestellung beantworten zu können. Im Hauptteil der Arbeit werden zentrale Kriterien, wie z.B. wirtschaftliche Stärke und kulturelle Attraktivität in die Untersuchung einbezogen und auch Faktoren wie innere Stabilität und auswärtige Beziehungen Chinas analysiert. Vorangestellt ist ein ausführlicher geschichtlicher Teil, der erst ein Verständnis des Denkens und Handelns der chinesischen Führung ermöglicht.

A second extreme point of view, referred to as 'Sceptical', maintains that states are still the main actors in the global political economy and that the worldwide economic integration of today is not unprecedented in history (See Hirst and Thompson: 'Globalization in Question').It will be the task of this work to thoroughly analyse the phenomenon of globalisation and to uncover its underlying causes and its consequences for states, companies and societies around the world. One of the essential questions to answer will be, whether globalisation is a 'natural' phenomenon connected to advancements in technology or a project driven by certain actors, namely the 'Lockean heartland' (primarily the United States and Great Britain). The introduction and analysis of the Lockean state/society complex will be vital in this respect.In the first chapter, earlier forms of globalisation in history will be examined and embryonic forces that enabled future globalisation will be exposed. Following is a chapter about the changes in the global political economy since the end of the Second World War; various decisions and processes will be analysed that shaped the world in which we life today to a large extent.Subsequently in the third chapter, the process of globalisation itself will be examined on both theoretical and practical levels in order to understand what brought it about and what will be its consequences. This is preceded by the addressing of the 'agent-structure debate' and its role in understanding globalisation. In the first chapter, it will be tried to identify the distinct characteristics of an empire and to explain why their external behavior is fundamentally different from other political entities called states. Thereafter a limited selection of historical empires will be presented in order to demonstrate how different empires have been in the course of history. Subsequently the four different types of empires analysed shall be contrasted and compared with the contemporary United States of America. In the third chapter the behavior of the United States since the end of bipolarity is assessed mostly in terms of foreign policy and the use of its military capabilities. The focus shall be laid on the period after the demise of Communism, because during the Cold War aggressive actions of the United States were very often justified as being of a defensive nature and necessary to survive the contest for global supremacy with the Soviet Union. One of the most important aspects will certainly be the introduction of the concept of structural power as developed by Strange. Subsequently, the insights about economic power shall be applied to the international position of the United States as it has developed since the early 1970s. This point in time has been chosen because it marks a fundamental break in the international political economy since the end of World War II, according to Helleiner and other observers. The government-led Bretton Woods system with its inherent fixed exchange rates and its intended confinement of finance to the domestic realm was effectively terminated by the US in the early 1970s. Instead, a market-led 'non-system' characterised by free floating exchange rates emerged in the field of international finance.The academic and political relevance of this study lies in the fact that historically the demise of great powers - and the parallel rise of competitors - nearly always caused intense and violent conflict in the system of international relations. In addition, the pre-dominance (or hegemony) of states since the 17th century derived in a large part from their economic, and especially their financial power. Jahrhunderts sind die Vereinigten Staaten von Amerika - nach dem Untergang der Sowjetunion Anfang der 1990er Jahre - die einzig verbliebene Weltmacht, die den Globus nach wie vor militärisch, politisch und ökonomisch dominiert.Das Ziel dieser Arbeit ist es, zuerst zentrale Merkmale der Entwicklungsstrategien Chinas und Indiens herauszuarbeiten und zu beleuchten, welche Rolle die jeweilige Staats-form für die beiden charakteristischen Entwicklungswege spielt. Anschließend wird aufge-zeigt, welche zentrale Stellung die Vereinigten Staaten in der Zeit nach Ende des Kalten Krieges im internationalen politischen und vor allem auch im internationalen ökonomischen System eingenommen haben. Im folgenden Kapitel wird dann untersucht, welche Rolle die Weltmacht USA für die beiden unterschiedlichen Entwicklungsstrategien Chinas und Indiens spielen; es wird ebenfalls analysiert, welcher Natur die geostrategischen Verhältnisse im Dreieck Washington-Peking-Neu-Delhi sind. Dabei wird immer wieder versucht, ökonomische und politische Aspekte miteinander zu verbinden, um schließlich zu einer umfassenden Antwort auf die gewählte Fragestellung gelangen zu können. 32 pp. Deutsch.
