Svincolatosi cosi' dalla guerra delle fazioni e dai capi banda (rudiniani, crispini, giolittiani ecc.) che '.non hanno alcun programma all'infuori di quello di convitare i loro aderenti al banchetto quotidianamente imbandito dei pubblici bilanci.', l'autore incita a una riforma tributaria '.che deve riparare a 38 anni di ingiustizie sociali commesse non soltanto in danno dei poveri ma anche, e forse di piu', in danno dei voluti ricchi.'. Viene cosi' analizzato il sistema dei dazi, l'opera devastatrice del debito pubblico, la produzione cerealicola, e l'industria agraria, il problema dell'imposta fondiaria ecc. Book.
