[".Fromme was an ideologue and activist of the Low German movement, which defined itself as part of the Völkisch movement and to which he attributed a "national mission". This included the question of the annexation of Flemish Belgium to the Netherlands and Germany. As early as World War I, Fromme had acted as a propagandist for a "Germanic power", a "Germanic culture" in Flanders, a "Germanic feeling" and "resistance" in the Flemish population and against "French" influence. Above all, the World War brought about "the self-reflection of the Flemish on their own Germanic nationality. When a special camp was set up in Brandenburg (Stalag XX A, 301) in the summer of 1940 to set up a military 'Irish Brigade', Fromme traveled to various POW camps and conducted recruitment and examination interviews with potential Irish collaborators. At that time he was working as an agent ("the professor") of Abwehr II, department "Sabotage, Subversion, Minorities". As such, he also prepared the German agent Hermann Görtz for a parachute deployment in Ireland. Both the recruitment and the agent deployment failed. Officially, Fromme was employed by the German military government in Belgium at this time.
