The cover refers to the article "Pan-Arab Pains: Concessions Made to Near East Christians, Jews by Moslem Overlords" (pp12-13). Opening with an evocative scene in Baghdad, it praises Hikmet Suleiman's government for promoting equality among Muslims and Jews, and a Pan-Arab policy based on peace and goodwill. It describes a short-lived period of optimism, with Egypt and Syria recently gaining independence, and treaties signed among Muslim countries including Turkey, Iran, Saudi Arabia, Yemen and Afghanistan.
