Im Kaiserreich wurde er 1871 Reichstagsabgeordneter, Gesandter und schließlich kurzzeitig Staatssekretär des Auswärtigen, was heutzutage mit einem Minister vergleichbar ist. Er war Statthalter des Reichslandes Elsaß-Lothringen, als Kaiser Wilhelm II. (ein Verwandter) ihn 1894 überraschend zum Reichskanzler und preußischen Ministerpräsidenten ernannte. Die dominierende Person in seiner Kanzlerschaft wurde allerdings ab 1897 sein Staatssekretär des Auswärtigen, Bernhard von Bülow, der im Jahr 1900 Hohenlohes Nachfolger wurde.
