Prima rara edizione di questo importante scritto del giurista, uomo politico, economista e Senatore del Regno d'Italia, Alberto Geremicca, nato a Napoli nel 1863. L'autore fu tra i massimi esponenti del pensiero liberale-monarchico italiano. In quest'opera Geremicca dopo aver analizzato le posizioni della vecchia classe dirigente moderata riguardo ai gravi problemi economici e sociali ne illustra le inevitabili conseguenze che si sarebbero verificate alla fine del primo conflitto mondiale. L'autore a questo punto suggerisce varie cure, alcune delle quali anche oggi di grande attualità. In primis la smobilitazione di una burocrazia statale cresciuta in modo aberrante, una politica che si adoperasse concretamente per aiutare un incremento dell'industria, del commercio e dell'agricoltura e non dimentica suggerimenti legati a Napoli, dove l'autore sviluppo la maggior parte della sua attività politica, con l'allargamento ed il potenziamento del porto di Napoli. Il tutto con una base di concordia politica e sociale. Nel 1918 Geremicca ritornò alla politica attiva, facendo parte della Commissione di studio per i problemi del dopoguerra (la cosiddetta Commissionissima). Il 3 dic. 1918 fu tra i sottoscrittori del programma dell'Associazione monarchica liberale dove, tra l'altro, si proponeva il suffragio universale e obbligatorio per uomini e donne e la compartecipazione degli operai agli utili delle imprese.Il 12 ottobre, insieme con l'ex sindaco Del Carretto e i maggiori esponenti del mondo economico e finanziario napoletano, fu tra i fondatori del Partito economico, sostenuto anche da Monarchia liberale. Prima edizione non comune ed in buone condizioni di conservazione.
