A speech that was originally delivered before the United States House of Representatives on July 21, 1848 by William L. Goggin (1807-1870), an American lawyer and politician. He served as a U.S. Representative from Virginia from 1839-1843 and 1847-1849. He was a Whig and was originally a Unionist but later advocated for Virginia's secession after President Lincoln's inaugural address. In this speech, Goggin opposes the executive or presidential veto except in specific cases where the Constitution is threatened or in "want of consideration by Congress" as Whig presidential nominee Zachary Taylor had laid out in his letter to Captain Allison. Goggin is very supportive of Taylor in this speech. Goggin also revisits the core principles of the Whig political platform and highlights that one of them is limiting the executive power. He references many contemporaries including President James K. Polk (the main politician being criticized for his arguable overuse of the executive veto), Lewis Cass, and John Tyler. This speech sometimes changes narration perspective from first to third person and includes some of the interjections of Goggin's colleagues.
