Quest'opera monumentale, scritta per contrastare l'azione politica di papa Gregorio VII, descrive minuziosamente i meccanismi elettorali dell'impero ed il funzionamento delle istituzioni. Mancanza di pergamena limitata alla parte alta di un dorso, naturali bruniture tipiche della carta tedesca del tempo, macchiette sparse; qualche marginale alone.
