William Temple, Archbishop of Canterbury, 1881-1944. `His ultimate position in philosophy and theology will not be above his deserts, for his very popularity ensures that his teachings will be under constant scholarly scrutiny. That the Archbishop's social teaching is still studied is proved by the…emergence of edition after edition of his Christianity and Social Order, which began as a Penguin in 1942. Secondly, the Archbishop claimed in the preface.that "the principles which I lay down are not an expression of a purely personal point of view but represent the main trend of Christian social teaching."' (v f.) -- `Neither the "trend" which the Archbishop mentions, nor his own pronouncements in that field, amount in fact to a systematic political philosophy or a coherent programme of social reform. Rather we have an incomplete and rather untidy collection of miscellaneous items. Temple's inconsistencies and disorder in this department of his work make difficulties for commentators; but we declare that in quotation and summary we have striven to represent him faithfully.' (viii) -- `When one sets at arm's length the sociological ideas of William Temple and of the long trend into which he fitted,and asks what broadly they have been trying to achieve,the answer seems to be: 1. To persuade the wage-earning masses that the Church is on their side, and, on the whole, against the `capitalist' employer and `exploiter'; 2. To expand greatly the services of the State to the citizen--housing,health,education, full employment, with generous provision for unemployment, sickness, disablement, retirement--all the apparatus of the "Welfare State."'
