This is a caring and thoughtful appraisal of the migration of "our destitute citizens".

Despite demands for affordable housing from social reformers, the Act ended up setting the tone for all future housing legislation with the provision of loans for wealthier Canadians and promotion of homeownership and mortgage lending infrastructure. Some 3,263 mortgage loans were administered through the program between 1935 and 1938.

Neatly extracted from a bound volume and expertly mended. Wheat production and sales were hugely influential on the domestic economy of Canada. This Act made provisions for the establishment of a Canadian Wheat Board, and empowered it to buy wheat from producers at a minimum price to be fixed by the agency. Upon delivery to the Board, producers would receive the fixed minimum together with participation certificates which entitled the holders to a pro rata share of the net marketing profits received by the Board during a crop year. If the Board was unable to sell the wheat at a profit over the fixed minimum, the government would absorb the loss. Producers still had the option of selling to the Board at the fixed minimum or to private traders at current market price.

The Act was designed to establish a national employment and social insurance commission, a national employment service, a national unemployment insurance program, and national health insurance plan. The legislation promised a minimum wage, federal regulation of working hours and conditions, unemployment insurance, health and accident insurance, and an enhanced old-age pension scheme, among other measures. However, as many of these measures infringed upon provincial authority (as outlined by the British North America Act, 1867; 30 & 31 Victoria, Chapter 3; U.K.)they were declared unconstitutional by the Supreme Court of Canada and never put into practice.

Money was also directed to provinces and municipalities to reimburse them for unemployment relief costs.
