Atkinson served as an assistant surgeon for the Union Army and afterwards studied law; he was then elected to the Forty-eighth and four succeeding congresses. At the time of this report, existing law limited jurors in the District to a term of three months, deemed "oppressive" by the committee. The report offers a substitute and recommendation.
