Condition: Very good. - Approximately 23 words penned by the retired Governor of Arizona Dan Edward Garvey across the bottom left of a Typed Letter Signed by Congressman Seymour Halpern. In his letter of over 260 words typed on "Congress of the United States" stationery, Seymour Halpern writes that "Many years ago as a high school student I initiated a little project trying to have a map of the United States signed by each of the Governors of his respective state." Somehow, at one point, the map "disappeared". Thirty years later, an assistant to one of the Governors discovered the map during the "removal of old office files". Halpern, now a U.S. Congressman, goes on to write "Since you were Governor during that period, I would like to ask if you would be good enough to affix your signature to the map." Signed "Seymour Halpern". The former Arizona Governor Dan Eward Garvey has penned a brief reply across the bottom left of the letter: "I have signed your map - I am the oldest living Governor of the states. All Governors before my term have passed away". Signed "Dan E. Garvey". An annotation penned at the top, likely in Halpern's hand states: "Pre 1930 letter (awaiting word L of C re Cal. gov)". Folded for mailing, there is a chip out from the top left corner. Very good. The ninth Secretary of State of Arizona and eighth Governor of Arizona, Dan Edward Garvey (1886-1974) was the first to ascend to the office of Governor from the Secretaryship.The Queens, New York Republican Congressman Seymour Halpern (1913-1997) started his political career as a campaign aide to New York's powerful mayor Fiorella La Guardia and first served in New York's State Senate for 14 years before seeking a seat in the U.S. Congress. In Albany Halpern sponsored 279 bills that became law, including measures on schools, housing, civil rights, nutrition and mental health. A Liberal, he was something of an anomaly as the lone Republican representative from New York City, and generally garnered support from Labor Unions and endorsement from the Liberal Party. Yet he never even considered switching parties as he considered membership in the Republican Party a family tradition and commitment. While he found ample time for his private pursuits, including painting and collecting autographs, he took his legislative duties very seriously. Of these, he was proudest of his co-sponsorship of the 1964 Civil Rights Act and of the original 1965 Medicare legislation.
