An OCLC search turned up a few publications attributed to an Henry Offen, including an obscure novel, but nothing related to the campaign. By 1939, when he ran for Manhattan City Council, Offen had already published a romantic novel ("Eternal Law," 1936) and authored a WWI-era patriotic song ("Our Native Land," 1917). The broadside's progressive platform promises sweeping social reforms including free medical care, reduced transit fares, and pensions. His campaign, headquartered at 307 Fifth Avenue, positioned him as an intellectual and reformer rather than a conventional politician, offering free lectures and advocating for unemployment relief during the late Depression.
