Dès les années 1970, et contre toute attente, la bicyclette a pourtant réussi son retour progressif en Europe du Nord et dans certaines villes d'Italie. Mais la France et d'autres pays ont raté ce tournant. Analysant avec minutie les politiques de déplacements urbains à travers l'Europe, l'auteur montre que la modération de la circulation a joué un rôle déterminant dans le retour du vélo. Demain, la bicyclette pourrait devenir un moyen de locomotion indispensable pour contrer les effets de la crise économique et écologique. Et contribuer à faire de la ville un espace égalitaire et convivial.
