Erkommt dabei zu dem Ergebnis, dass 'democratic consolidation reduces ethnic conflict but [.]rocky transitions to democracy often give rise to warlike nationalism and violent ethnic conflicts'(Snyder 2000: 15f). Snyder vertritt die These, dass die Demokratisierung eines Landes zu einererhöhten Wahrscheinlichkeit eines gewalttätigen Konflikts führt, indem durch die Ausweitungpolitischer Partizipation exkludierende Formen des Nationalismus entfesselt werden.Nationalistische Konflikte entstehen seiner Meinung nach nicht durch vordemokratischeRivalitäten zwischen Nationen, sondern werden erst in einer frühen Phase der Demokratisierungausgelöst. Seit 1994 existiert kein Staat mehr, der nicht mindestens einer der zentralen Menschenrechtskonventionen der Vereinten Nationen beigetreten ist. Dies ist umso erstaunlicher, da der Schutz von Menschenrechten die Befugnisse souveräner Nationalstaaten gegenüber ihren Bürgern einschränkt (Risse 2003: 226). Folgt man jedoch Berichten von Amnesty International oder Human Rights Watch wird schnell deutlich, dass, im Unterschied zur vorangeschrittenen Verrechtlichung des globalen Menschenrechtsregimes, viele Staaten von einer effektiven Durchsetzung der grundlegenden Bürger- und Freiheitsrechte noch weit entfernt sind. Die Erfolge bei der Normsetzung und deren Durchsetzung klaffen folglich weit auseinander (vgl. Schmitz/Sikkink 2001, Shute/Hurley 1996). Es stellt sich daher die Frage, wie diese großen Unterschiede zwischen der Anerkennung der Menschenrechte und ihrer Einhaltung zu erklären sind. Warum kommt es in manchen Weltregionen zu einer Verbesserung der Menschenrechtslage, während in anderen weiterhin massive Menschenrechtsverletzungen begangen werden Der Politikwissenschaftler Thomas Risse untersuchte in einem transatlantischen Forschungsprojekt die Wirkung internationaler Menschenrechtsnormen auf den politischen Wandel im Inneren eines Staates.
