Pepys, a civil servant and administrator, was accused of corruption and conspiracy to leak naval intelligence to the French along with his secretary, William Hewer. This satirical pamphlet details the extent of the two's alleged crimes in the style of a hue and cry and imagines a dialogue between them in which they plot the best way to enrich themselves. Though Pepys, like many other civil servants, certainly took bribes, the charges of corruption and treason were eventually dropped and he returned to his post as Secretary of the Admiralty in 1684.
