Douzième enfant d'une famille ouvrière, Hippe grandit dans le milieu du parti social-démocrate. Il s'engage tôt politiquement, participe aux manifestations contre la guerre puis à la révolution qui renverse l'Empire. Il contribue à la fondation du Parti communiste allemand puis à la grève générale contre le putsch de Kapp, affronte les échecs successifs de la Révolution allemande. À la fin des années 1920, rejetant les dérives staliniennes, il rejoint l'Opposition de gauche trotskyste. Resté en Allemagne sous la dictature nazie, il milite clandestinement, endure la prison et la torture. Après 1945, dans les ruines de Berlin, Hippe poursuit son activité et fait à nouveau face à la répression, cette fois en RDA de la part des staliniens, sans abandonner ses convictions.
