(Bonsen et al. 2002: 57) Im Zentrum stehen dabei die seit Mai 2005 neu hinzugekommenen Aufgabenbereiche für den Schulleiter bei der dienstlichen Beurteilung der Lehrkräfte, die bei den Grund- und Hauptschulen3 im Bundesland Bayern zuvor maßgeblicher Bestandteil des Arbeitsbereichs der Schulaufsicht (Schulämter) , sprich der Schulaufsichtsbeamten (Schulräte), war. Im Zuge von Veränderungsprozessen im Bereich der Schuladministration bleibt auch die dienstliche Beurteilung nicht unberührt, eine Tatsache, die in der griffigen Formel Verwaltung im Wandel - Beurteilung im Wandel" (Mauch 2004: 11) ihren Ausdruck findet.So müssen die bayerischen Volksschulrektoren seit Mai 2005 regelmäßig den Unterricht der Lehrkräfte ihrer Schule besuchen, was auch in der bisherigen Praxis der Schulleiter weiterführender Schulen ein vernachlässigte[r] bzw. randständige [r] Bereich von Führungshandeln" (Buhren / Rolff 22009: 49) zu sein scheint. Der Umgang der Volksschulleiter mit der neuen Beurteilungspraxis ist für die vorliegende Studie von Interesse, da zu analysieren ist, ob warnende Stimmen Recht behalten, die konstatieren, [.] dass die Lehrerbeurteilung durch den Schulleiter schon in naher Zukunft in den Kollegien ganz neue Spannungen und Konflikte auslösen könnte." (Rauscher 2000: 71). Eine in die gleiche Richtung zielende Aussage findet sich bei Rolff, der die für die Ausgestaltung der Beurteilungsrichtlinien verantwortlichen Bildungspolitiker warnt: Lehrerbeurteilung betrifft den empfindlichsten Nerv des Lehrerbewußtseins. Angesichts der [.] Fallstricke, Probleme, Dilemmata und Grenzen von Lehrerbeurteilung ist es unverantwortlich schnelle und monopolartige Lösungen schnurstracks zu verordnen." (Rolff 1997: 51) Bei der recht abrupten Einführung der neuen Beurteilungsrichtlinien wurden die Volksschulleiter jedoch vor vollendete Tatsachen gestellt. Mit der vorliegenden Interviewstudie soll überprüft werden, wie sie die angeordneten Neuerungen im Schulalltag erleben, bewerten und schließlich umsetzen. Drei Zielsetzungen bestimmen Aufbau und Argumentationsgang dieser empirisch-qualitativen Untersuchung, deren Grundlage ausführliche Schulleiterinterviews sind. Mit der vorliegenden Arbeit geht es, erstens, darum, die Praxis der dienstlichen Beurteilung von Lehrkräften an bayerischen Grund- und Hauptschulen, deren historische Grundlinien, ihre aktuelle Ausprägung und Transformationen zu skizzieren und ihre Bedeutung im Kontext von Schulleitungshandeln darzustellen. Weiterhin sollen, zweitens, die beschriebenen Änderungen der Beurteilungspraxis in Zusammenhang mit Steuerungsmechanismen im Schulsystem gebracht - insbesondere mit der Entwicklung hin zur autonomen Schule" -und vor dem theoretischen Hintergrund der Educational-Governance-Perspektive kritisch beleuchtet werden. So ist beabsichtigt, mit der Arbeit einen Beitrag zur Erweiterung der Informationsbasis über Interdependenzen zwischen maßgeblichen Akteuren im Mehrebenensystem Schule zu leisten, die durch den Eingriff in das Arbeitsfeld von Schulleitern beeinflusst werden. Mit der Auswertung der Interviewstudie soll schließlich, drittens, geklärt werden, wie die Erweiterung des generell komplexen Schulleitungshandelns durch eine gewichtige steuerungspolitische Einzelmaßnahme - die Übertragung wesentlicher Ante.
