This book is a record of the proceedings at a conference in Washington DC in 1921 to address the global crisis that followed the First World War. The conference was a response to the devastation and economic fallout of the war, and notably sought to address continuing tensions between Japan and the US. It ultimately addressed disarmament and arms limitation and established the Washington Naval Treaty. The text of the speech given by the US Secretary of State, Charles E. Hughes, opens the proceedings and captures the hopes for the conference. Hughes spoke of the burden of armament expenditure on the world and the economic and social costs of militarism. He argued that the world had moved beyond the point of resolutions and that practical action was now imperative. As one of the major naval powers in attendance, much of Hughes' speech was dedicated to proposing limitations on naval construction programs and to hopes for a 'naval holiday'. His speech also reflected broader hopes that the conference would lead to international understanding and cooperation. The conference did indeed mark a turning point in international relations, and while the aims of disarmament were never fully realized, the Washington Naval Treaty set significant tonnage limits on capital ships and established an international framework for naval strategy.
