Im Weiteren geht es um die Bedeutung und Erfassung der gesellschaftlichen Vulnerabilität sowie um ihren potenziellen Beitrag zur Anpassung. Unter Einbeziehung der Klimaänderungen und der Vulnerabilität wird anschließend verdeutlicht, wie sich die Risiken und Chancen für die Gesellschaft ermitteln lassen und in welchen Handlungsfeldern und Gebieten sie in Deutschland auftreten können. Dabei wird auch die Raumbedeutsamkeit dieser Risiken und teilweise der Chancen verdeutlicht.Auf der Basis der Wirkungszusammenhänge werden die raumplanerischen Instrumente zur Anpassung an den Klimawandel dargestellt. Dabei gehen die Autorinnen und Autoren zunächst auf den rechtlichen Rahmen und die Handlungsoptionen des Klimaschutzes ein, um eine Konsistenz zwischen Klimaanpassung und Klimaschutz zu gewährleisten. Danach folgt eine Analyse der rechtlichen Vorgaben sowie der Eignung formeller und informeller Instrumente der Raumplanung hinsichtlich der Anpassung an die Folgen des Klimawandels. Dies umfasst auch die Potenziale der strategischen Regionalplanung.Zum Schluss werden Empfehlungen für die Raumforschung und die Praxis der räumlichen Planung abgeleitet, insbesondere zur Weiterentwicklung des vorhandenen Instrumentariums.
