Jacques Dillon, né à Capoue (Italie), en 1760, appartenait à une branche des Dillon d'Irlande qui s'était établie dans le royaume des Deux-Siciles ; il était le fils d'un brigadier du roi de Naples. Devenu capitaine dans le corps des Ingénieurs hydrauliques, il fut chargé de conduire en France, en 1795, de jeunes officiers pour y parfaire leur instruction. Il se fixa alors à Paris, s'y lia avec des ingénieurs et des savants, fit connaître des méthodes pratiquées en Italie et composa plusieurs mémoires intéressants qui reçurent l'approbation de l'Académie des sciences. Il fut même candidat à cette académie, mais - détail piquant - fut battu par le général Bonaparte. Nommé vérificateur général du nouveau système des poids et mesures, il devint ensuite professeur à l'École centrale de Paris et enfin ingénieur en chef. C'est à lui que l'on doit le premier pont de fer qui ait été construit en France (1798), le Pont des Arts, remarquable par son élégance et sa légèreté. Il allait prendre la direction des travaux du pont d'Iéna lorsqu'il mourut en 1807. Cf. Dict. de biogr. française.
