A Remarkable Confidential Correspondence from 1797 to the U.S. Secretary of War Revealing U.S. Ambitions to Exploit Indigenous Indebtedness, Undermine Native Autonomy, and Extend American Territorial Control Before the Louisiana PurchaseEyeing Southern Native American Lands: Panton, Leslie & Company and Back Channel U.S. ExpansionismLetters to Secretary of War James McHenry from French-born Spy in Service of United States (Felix de St. Hilaire) Concerning General Victor CollotEvidence of Collot's Seized Maps Dispatched to U.S. GovernmentA superb group of unpublished manuscript letters illuminating the beginnings of American expansionism in the Southwestern borderlands of 1797, including a plan by agents of the United States to dispossess southern tribes of their lands. These ten manuscript documents reveal the early American government's efforts to extend its authority into the contested Southern borderlands and the willingness of its confidential agents to exploit Indigenous economic dependencies as a means of acquiring Native American lands. Written principally to Secretary of War James McHenry during the administration of John Adams, the correspondence exposes the relationship between federal territorial ambition, commercial manipulation, intelligence gathering, and the erosion of Indigenous sovereignty. Particularly significant are the letters of John McKee, an American agent operating in Spanish-controlled territory, whose proposals anticipated some of the economic and diplomatic methods subsequently employed in the westward expansion of the United States. The most consequential documents concern McKee's proposed exploitation of the extensive commercial relationships between the Creek, Choctaw, Chickasaw, and Cherokee nations and Panton, Leslie & Company, the powerful British mercantile firm operating under Spanish protection. Recognizing that the company's control of essential trade gave it exceptional influence among the southern nations, McKee sought to redirect that influence toward the United States. His proposals contemplated transferring commercial relationships to American control, exploiting outstanding indebtedness to obtain Indigenous territory, and strengthening the federal government's capacity to direct Native political affairs. In his June 7, 1797 letter to McHenry, McKee explicitly anticipated that such measures would promote both the tranquility of the frontier and the "tractability of the Indians whom its agents could manage with ease." The correspondence offers unusually direct evidence of the extent to which ostensibly peaceful commercial arrangements could be understood by federal agents as instruments of political domination and territorial expansion.Especially revealing is McKee's discussion of acquiring a tract of Native land measuring as much as thirty miles square in satisfaction of commercial debts. He characterized such an arrangement as an economical alternative to federal assumption of the trading company's obligations, while acknowledging that Indigenous opposition might undermine the undertaking. His proposed solution was not to abandon the territorial objective, but to defer its pursuit until circumstances became more favorable. The letters consequently illuminate the tension between the professed objectives of federal Indian diplomacy and the territorial ambitions of those charged with implementing American policy. They also document a contested political world i. Map.…
