Fils d?un Hollandais de Harlem et d?une fille de Valentin Schents, surveillant des ponts à Strasbourg, Beck fut soldat en Hollande, puis apprenti commerçant. Il revient à Strasbourg en 1738, où il devient responsable de la loterie pour pauvres qui permet la construction de la maison d?arrêt et de travail (Raspelhüs). Le préteur royal Klinglin le nomme en 1744 directeur de cette maison, favorise son élection comme échevin, lui confie l?administration de ses biens et en 1747 l?inspection de l?Umgeld. Mais tombé en disgrâce auprès de son patron, il est incarcéré sur ordre de celui-ci et condamné aux galères en mars 1749. Transféré à Marseille, il peut s?enfuir en août 1750, gagne la Hollande en 1751 et y fait paraître ce Factum accusateur contre Klinglin, ce qui contribua fortement à la chute de ce dernier. Grâce à la protection du roi de Prusse Frédéric II, Beck obtint à Paris la révision de son procès et sa réhabilitation. Signature autographe de l'auteur au verso du titre.
