Kluit werd in 1778 benoemd tot hoogleraar vaderlandse geschiedenis in Leiden, specialist op het gebied van het middeleeuwse staatsrecht. Als verdediger van de standenstaat werd hij in 1795 uit zijn ambt gezet. De volgende jaren besteedde hij vooral aan het onderzoek van het Hollandse staatsrecht, en publiceerde na zijn ambtsherstel in 1802 dit werk als resultaat daarvan.
