Kluit werd in 1778 benoemd tot hoogleraar vaderlandse geschiedenis in Leiden, specialist op het gebied van het middeleeuwse staatsrecht. Als verdediger van de standenstaat werd hij in 1795 uit zijn ambt gezet. De volgende jaren besteedde hij vooral aan het onderzoek van het Hollandse staatsrecht, en publiceerde na zijn ambtsherstel in 1802 dit werk als resultaat daarvan. Dit is een 'omwerking en uitbreiding' van De souvereiniteit der Staten van Holland verdedigd, door Kluit in 1785 uitgegeven ter bestrijding van de patriotten, 'maar veel objectiever gehouden, nu de oude regering onherroepelijk was gevallen'. *NNBW III,p.697.

Around 1780 the national product of the Kingdom of Great Britain surpassed that of the Dutch. Whereas in the 17th century the commercial success of the Dutch had inspired English jealousy and admiration, in the late 18th century the growth of British power, and the concurrent loss of Amsterdam's preeminence, led to Dutch resentment. When the Dutch Republic began to support the American rebels, this led to the fourth war, and the loss of the alliance made the Dutch Republic fatally vulnerable to the French. Soon it would be subject to regime change itself.
