Abner Lacock (1770-1837) was an American surveyor, civil engineer, and politician from Rochester, P…ennsylvania. On August 24, 1814, the attack occurred during a congressional recess, the House having adjourned for the session in April. When Members returned in September, Congress considered removing the seat of government from Washington. Fearing that a temporary relocation would become permanent, opponents killed the motion on the House Floor. It would take nearly five years to rebuild the House Chamber.
