Dat waren de uitgangspunten voor de nieuwe steden die vanaf 1970 werden gebouwd, rond oude dorpskernen of vanuit het niets. De meest kenmerkende nieuwe steden zijn Almere, Capelle aan den IJssel, Haarlemmermeer, Houten, Lelystad, Nieuwegein, Purmerend, Spijkenisse en Zoetermeer. De geschiedenis, de huidige situatie en de toekomst van deze planmatig gevormde steden zijn in dit boek samengebracht.Buitenstaanders hebben vaak weinig waardering voor deze steden. Ze missen stedelijkheid, zijn eenvormig en inmiddels al weer verouderd. Ze zijn soms groter dan de oudere middelgrote steden in de omgeving, maar steken daarbij schraal af. De Atlas nuanceert dat beeld en gaat niet uit van wat deze steden niet zijn en niet zullen worden, maar toont de kwaliteiten die bijdragen aan een nieuwe, attractieve suburbane stedelijkheid. De nieuwe steden zijn pas veertig tot vijftig jaar oud. Die korte geschiedenis heeft hen gevormd en bepaalt mede hun toekomst. Ze zijn nog onvoltooid, maar geen enkele stad is ooit af. Alleen een positieve omgang met het eigen verleden biedt een perspectief om het project van de nieuwe stad voort te zetten.
