It provides an overview of different environmental problems in South Asia and examines how economic valuation techniques can be used to assess these problems. It brings together multiple case studies on valuation undertaken by economists and environmental scientists from Bangladesh, India, Pakistan, Nepal and Sri Lanka under the aegis of the South Asian Network for Development and Environmental Economics (SANDEE). The book addresses the challenges of valuing environmental changes that are unique to developing countries. Each chapter starts with a description of an environmental problem and the valuation strategy used, followed by a discussion of estimation methods and results. It is designed to serve as a reference book for students, teachers, researchers, non-government organizations and practitioners of environmental valuation. Those interested in development and environmental economics, and natural resource management policies, will also find it useful.

Mosaic of Memories is an autobiography containing a broad sweep of the socio politico economic developments in the territory now constituting Bangladesh from an individual's point of view. The time horizon is roughly the last six decades of the twentieth century. Starting from about the Second World War the chronicles end just at the outset of the 21 Century. The author A.T.M. Shamsul Haque was the Deputy Commissioner of Dhaka on the night of 25 March 1971 and witnessed first hand the brutalities perpetrated on the unarmed Bangalees by the Pakistan Armed Forces. His survival was providential more than once. He is a witness to the developments before and after that dark day. There are intimate details of some of these hitherto unpublished accounts as well as horrendous and hair raising events in this gripping narrative. As the Secretary in charge of the Ministry of Information and Broadcasting the author observed the three coups d'etat of 1975 from very close quarters. Information of some interesting behind the scene activities will be found in the book. The author has dealt with the issue of rural development from the experiences he gathered working in the concerned Ministry and in his capacity as Director General of CIRDAP for long eight years. As Chairman Public Administration Reform Commission he has furnished recommendations suitable to our present day needs. Based on his active involvement in politics for about a decade and participation in the General Elections of 1996 and 2001 he has dissected the major deficiencies in our system and offered suggestions that may provide food for thought to those who matter. 270 pp.

In the past decade, the number of SHS installations has risen phenomenally-from a five-year target of 50,000 in 2003 to 50,000 a month in 2013, with support from the World Bank and other development partners. Even so, only 10 percent of off-grid households have been reached, suggesting ample room for continued expansion. Given the recent surge in SHS adoption, a key policy issue is whether the partial subsidy provided under the current program, implemented by the Infrastructure Development Company Limited (IDCOL), should be continued.Surge in Solar Powered Homes: Off-Grid Experience in Bangladesh assesses the country's remarkable growth in SHS, its support schemes, and the welfare impacts for rural households, using both large-scale household survey and institutional data. The book's findings clearly demonstrate that the social benefits from SHS adoption far exceed the cost of the subsidy. Within the current market incentive structure, there is tremendous scope for broadening the rural market reach. But the high upfront cost of purchasing a SHS at current market prices is a barrier to future sales, suggesting the continued need for IDCOL's well-targeted, subsidized operation.
