Nitekim Anadolu'nun en eski iskan merkezlerinin, bu dusunce ile mecbur kalinmadikca genellikle bir akar su veya durgun su kenarina tesis olundugu gorulmektedir. Ancak emniyet mulahazasi ile ulasimi dusmanlar icin nispeten guc, sarp ve yuksek yerlere yerlesmek zorunda kalan toplumlar ise su temini icin en yakin kaynak veya menbadan faydalanmak zorunda kalmislardir. Iste bu mecburiyet insanlari, su temini icin en basit seklinde sarniclar, kuyular veya su yollari tesis etmek suretiyle bazi tedbirler almaya sevk etmistir. Zamanla medeniyet seviyeleri yukselen topluluklarda, ilkel tedbirlerin kifayetsiz kalmasi karsisinda, mevcut tabii imkanlarla tecrube ve ilgiye dayanan yeni hal careleri arastirildigi ve neticede,sosyal gelismeye, ekonomik refaha, ve siyasi ustunluge paralel ileri bir su medeniyetinin ortaya ciktigi gorulmektedir. Bu baglamda Osmanli medeniyetini tam anlamiyla bir "su medeniyeti" olarak nitelendirebiliriz. Tarihte hicbir medeniyet cizgisinde suya bu kadar ehemmiyet izafe edilmemistir. Osmanli devleti hem onu cihansumul yapan degerler cihetiyle, hem de bu degerlerin mucessem hale donustugu maddi medeniyet unsurlari bakimindan, suya buyuk bir ehemmiyet vermistir. Bilindigi uzere geleneksel medeniyetlerde su, icerisinde mistik bir aritma ve temizleme gucu barindiran safligin, sadeligin, bilgeligin semboludur. Osmanli su medeniyetinde ise bu saydiklarimizin yaninda su, kullanilan tuketilen bir sivi degil ayni zamanda cesmeler, sebiller, selsebiller, fiskiyeli havuzlar, suluklar, sadirvanlar, sarniclar, kuyular, hamamlar ve kop.
