From an obituary for Dr. Mason posted on-line: In 1963 he founded the Development Advis…ory Service, now known as the Harvard Institute for International Development. In addition, he organized a study program for mid-career officials from developing countries, called the Edward S. Mason Program in his honor. Dr. Mason, a native of Clinton, Iowa, graduated Phi Beta Kappa from the University of Kansas in 1919 and later studied at Oxford University as well as Harvard. Early in his career, he focused on industrial organization, prompting the Labor Department to recruit him as an economic consultant before World War II. He served with the Office of Strategic Services during the war and then went to the State Department, where he was an economic planner for the formation of the United Nations and the Marshall Plan. In one mission to Moscow, in 1947, he served as chief economic adviser to Secretary of State George C. Marshall. Over the years, he sat on many Government panels, especially those concerning economic development. Dr. Mason was a longtime consultant to the World Bank and was co-author, with Robert E. Asher, of "The World Bank Since Bretton Woods" (1973, Brookings)." From an obituary for Dr. Asher posted on-line: "Mr. Asher, who specialized in international trade and aid issues for more than 60 years, came to Washington to work in the Roosevelt administration during the 1930s. He was born in Chicago and attended Dartmouth College, where he was elected to Phi Beta Kappa. He later attended the University of Berlin before graduating from the University of Chicago. He received a master's degree in political science from the University of Chicago in 1934. After working for the League for Industrial Democracy in Chicago, Mr. Asher came to Washington in 1935 and worked for the Federal Emergency Relief Administration, Works Progress Administration and National Youth Administration. In the last position, he worked closely with renowned educator Mary McLeod Bethune.At the Works Progress Administration, Mr. Asher helped organize a national theater project to provide employment to writers, musicians and other artists. During World War II, he worked at the War Production Board before serving with the Lend-Lease Administration in North Africa and the Foreign Economic Administration in Washington. He later joined the United Nations Relief and Rehabilitation Administration in Europe, helping to oversee the repatriation of displaced persons and prisoners. In the late 1940s, Mr. Asher worked in Europe, Asia, Africa and Latin America on the Marshall Plan, providing economic support to nations recovering from World War II. He worked in economic affairs for the State Department in Washington from 1950 to 1954, when he joined the Brookings Institution.took a leave in 1958 and 1959, when he was chief of the international U.N. Food and Agriculture Organization team surveying development potential in Morocco and Tunisia. He returned to the Brookings Institution, where he worked until his retirement in 1973. He was the author of many books and articles on foreign aid. In 1973, he was the co-author, with Edward S. Mason, of a history of the World Bank. In later years, Mr. Asher was a consultant on economic matters.
