Soft cover. Condition: Very Good. Original publisher's beige paper pamphlet. Text printed in black ink. No date, circa 1848. 5 3/4" x 9." Eight pages, complete. Pages are very clean and intact except for light age toning, moderate splitting along spine, slight wear to extremities, and small occasional spots of discoloration. A Very Good copy. A speech that was given by John A. McClernand (1812-1900), an American lawyer, politician, and Union Army general. He served as a United States Representatives from Illinois from 1843-1851 and 1859-1861. He was a Democrat. This pamphlet contains two speeches by McClernand. The first speech is relatively brief and printed on Pages 1-2 and the first half of Page 3. In this initial speech, McClernand discusses the most recent French Revolution and promotes the French people's pursuit for a democratic government. However, McClernand also expresses worry that the revolutionary efforts of the French people may devolve into "anarchy" or "military despotism." McClernand is generally supportive of France in this speech. In his latter speech, which is printed on the remaining pages, McClernand discusses a bill about granting land bounties to U.S. war veterans who served in the Mexican-American War, the "Indian War" of 1790, and the War of 1812.

Soft cover. Condition: Good. Original publisher's beige paper wrappers. Text printed in black ink. 5 3/4" x 9." Eight pages, complete. Pages are clean and intact overall but have a brown stain measuring about 1" x 5 1/2" in upper corner of fore-edge throughout pamphlet (text is affected but still readable), light age toning throughout, foxing, faint dampstains limited to top edge and margins along spine, a few creases, and moderate chipping and splitting along spine. A Good copy. A speech that was originally delivered before the United States House of Representatives on January 10, 1848 by John Alexander McClernand (1812-1900), an American lawyer, politician, and Union general who served during the Civil War. He also served as a U.S. Representative from Illinois from 1843-1851 and 1859-1861. He was a Jacksonian Democrat and a close ally of both Stephen Douglas and Abraham Lincoln. In this speech, McClernand defends President James K. Polk's use of the veto power to stop a "harbors and rivers" bill that would have funded the construction and maintenance of public works projects on waterways. McClernand refers to the actions of President Andrew Jackson as comparison. Jackson, in response to the apparent abuse of Congress's ability to legislate upon public infrastructure, vetoed several bills that would have made appropriations for projects such as building or improving lighthouses, canals, and harbors. Jackson's reasoning was that vetoing these bills would curtail Congress's practice from the previous administration to excessively fund and pass infrastructure bills. For example, Jackson estimated that one of the bills he vetoed would have cost over $100,000,000. McClernand also references a summary by Polk in which the president explained the balance of state and federal powers in the levying of tonnage duties; the power to lay tonnage duties for funding improvements to harbors and rivers rested solely with the states, but the duties, to prevent abusive tax levying, had to be approved by both state legislature and U.S. Congress. McClernand proceeds to discuss Polk's domestic policies and expresses support for them. For instance, he commends Polk for supporting a bill that would, according to McClernand, resulted in cheaper public lands and more agricultural output; Polk's opposition to the Tariff of 1842 and support for the Tariff of 1846 which replaced the former; and Polk's free trade policy. McClernand concludes his speech with a brief defense of the Mexican-American War and criticizes Whigs for changing their position on the war from voting for its prosecution to charging it as "unnecessarily and unconstitutionally [commenced] by President Polk.".

No date, circa 1845. 5 3/4" x 9." Eight pages, complete. Pages are very clean and intact except for light age toning throughout and a few small wrinkles. A Very Good copy. A speech that was originally given before the United States House of Representatives by John A. McClernand in which he addressed the "Oregon Bill," also known as the Oregon Act of 1848. The Oregon Act established Oregon Territory which encompassed present-day Oregon, Washington, and Idaho and parts of present-day Montana and Wyoming. The bill passed in the U.S. House on February 3, 1845 with an amendment that prohibited slavery in the territory. The purpose of the Oregon Act was to establish the Oregon Territory and its territorial government under the stipulation that slavery would be banned there. In his speech, McClernand advocates for Oregon Territory to only have "freemen" as its inhabitants. He also cautions against delaying a decision on the matter amid Britain's designs on acquiring Oregon Territory. Much of McClernand's speech includes historical references to past events and treaties involving European countries as part of his argument in favor of the Oregon Territory being established as an antislavery region. He also argues that Oregon's security as a U.S. Territory is contingent upon there being enough American citizens living there and advocates for efforts by the U.S. government to encourage Americans to immigrate there through the enticement of land and money. John A. McClernand (1812-1900) was an American lawyer, politician, and Union general who served during the Civil War. As a politician, McClernand served as a member of the Illinois House of Representatives from 1840-1843 and a U.S. Representative from Illinois from 1843-1851 and 1859-1861.

Original printed wrappers, stitched, 8pp. Wraps separated from text block, Very Good. McClernand was a contemporary of Lincoln's in Illinois. A Democratic Congressman, he was an ally of another Illinois politician, Stephen A. Douglas. As a Civil War general, a rank he gained largely through political maneuvering, he was considered incompetent and relieved of command in June 1863. But he remained an influential Illinois Democrat after the War, and here campaigns for the 1884 Democratic Presidential Ticket. Calling himself "a democrat of the old school-- one of the old guard," he denounces Republican corruption and calls Cleveland "the Aeneas to bear the infirm Anchises from the flames of burning Troy."
