Il Comitato torinese per il Progresso degli Studi economici in Italia commissiono' un'inchiesta nel 1876 sul lavoro delle donne e dei bambini nelle fabbriche. La questione, e i risultati dell'indagine, vennero affrontati in questi due lavori da Amar. Il Comitato rivolse domande sul temaÂagli industriali, ai sindaci, ai medici condotti, ai maestri comunali e ai parroci. Riassunte ed esaminate le varie risposte, il Comitato torinese dell'Associazione per ilÂprogresso degli studii economici,Ânell'adunanza del 20 aprile 1876, dopo discussione, fu d'avviso: "Che e' giusta ed utile una legge la quale tuteli il lavoro dei ragazzi e delle donne nelle fabbriche; Â e che questa legge debba fissare un minimum dell'eta', in cui i ragazzi siano ammessi nelle fabbriche, che potrebbe essere, di regola generale, a dieci anni, ed assicurare che i ragazzi ammessi abbiano ricevuto un certo grado di istruzione, che fino ad una data eta' il lavoro giornaliero non oltrepassi un certo numero di ore, e che i ragazzi non vengano impiegati in operazioni ed in ore nelle quali sia impedito il loro sviluppo fisico e danneggiata la loro moralita'".
