Fu fra i cattolici piu' fedeli al Papa, un intransigente,Âche nonÂsolo ritenevaÂingiusta l'abolizione del potere temporale dei pontefici, ma contrastava radicalmente il Risorgimento. Ligure, ma attivo a Torino, teologo e scrittore, fu un giornalista cattolico, un polemista, dirigendo due delle principali testate cattoliche dell'Ottocento: "L'Armonia" e "L'Unita' Cattolica". In questo pamphlet, prendendo pretesto dalla batracomiomachia omerica, il cattolico intrasigente nonchè papalino Margotti scaglia strali contro nomi illustri della politica italiana quali: Mazzini (il peggior nemico d'Italia), Cavour (troppo inglese, non sinceramente monarchico ne' buon piemontese), d'Azeglio, Gioberti, Rattazzi, Farini, Gallenga, Melegari, Montanelli, ecc.
