The White author, "…is an independent appraiser, and was formerly deputy chief appraiser of the FHA's Los Angeles office. This challenging article was developed from the subject matter of his recent talk before the Los Angeles Chapter." It deals with "a study of the current impact of Negro population movements on property values" and the impact of residential appraisals of such property.
