The report also stated that competition caused by tariffs led manufacturers to use inferior materials and cut corners. The report recommended the replacement of tariffs with a tax on food, a policy the author believed would have been harmful for laborers and farmers alike. The author's examination proves the report's claims were incorrect and its recommendations were misguided.
