With the adoption of the seventy third and seventy fourth amendments the emphasis of Indian planning is currently on local level development and planning. In this context assessment management and utilization of natural resources especially land and water at local level assume prime importance. For planning development and implementation of rural development programmes at local level the small watershed has been accepted as an integrated natural unit. Planning and development of small watersheds call for rigorous understanding about the occurrence and movement of water in the surface and sub surface systems along with soil and nutrient losses. Realizing the importance of the problem and gaps in understanding small watershed hydrology in Indian catchments the coordinated programme on Hydrology of Small Watersheds was launched by the Department of Science and Technology Government of India under its NRDMS (Natural Resources Data Management System) programme in 1997. The coordinated programme aims at the investigations on different phases of hydrologic cycle in small watersheds of five different agro climatic regions of India and develops database and decision support systems. Hydrology of Small Watersheds which has emanated out of the experiences and lessons learned from the coordinated programme will help the government departments and agencies as well as NGOs and Panchayati Raj Institutions involved in watershed management programmes in deciding standard methodology minimum instrumentation and data requirement and GIS based database development as have been prescribed in the common guidelines for integrated watershed development 2007 issued by the Ministry of Rural Development Government of India. 326 pp.

When it comes to Tripura it is observed that almost 84% of the people of this state live in villages. They include 19 tribal communities who constitute 31% of the total population of the state. Though the state is endowed with huge natural resources yet the poverty of the people remains a matter of major concern 66.88% of the population of Tripura is living below poverty line which is overshadowing the quality of life of general people. The state governments have a crucial role to play in the process of translating the vision into a reality. The people of the states have a dream a dream for a better and brighter future. Will the people participate proactively to translate this dream into reality. Will NGOs participate in the development process and become true mediators between the people and the government.
