HEREWITH find picture of HEMAN CASSEL for whom we hold warrant for his arrest on charge of larceny of $1,040.00, property of Alexander Oureka of this city. Cassel formerly conducted a ticket agency and banking business at 244 Front Street, this city, and left here February 24th, and is alleged to have defrauded numerous people (Polanders and Russian Jews) out of thousands of dollars. He was also interested in a like business at Lawrence, Mass., both offices were conducted under the name of "Herman Cassel & Co.," Cassel running the business in this city, and one Joseph Kaplan conducting the office at Lawrence. Cassel is described as being about 35 years old, 5 ft. 7 in. tall, 145 lbs. weight, sallow complexion, dark hair and small dark moustache, bald on front part of head; is a Russian or Polish Jew, talks very good English. Kaplan is described as being 24 years old, looks a little older, 5 ft. 11 in. tall, very stout, weighs about 230 lbs., full round face, very thick lips, medium complexion, dark hair; was born in this country, is of Jewish descent. John E. Sheehan, City Marshal of Lawrence, Mass., holds warrant for Kaplan's arrest for the larceny of $200.00.Cassel and Kaplan are probably together and are, so we are informed, endeavoring to sail for England; they may, or may not be accompanied by Cassel's wife and daughter who are described as follows: the wife is 32 years old, 5 feet 4 in. tall, slim build, dark eyes, dark hair, dark complexion with Jewish features; dresses fashionably and is stylish in appearance; the girl is 8 or 9 years old, small for her age, very dark complexion, and has Jewish features. Cassel and Kaplan are very good dressers; Kaplan usually wearing slate colored suit, English walking coat. If you should locate Cassel, hold and wire me and I will send officer with necessary papers. WM. J. E. STONE, Chief of Police. WORCESTER, MASS., March 12, 1906." [Historical records for minor, local 1906 ticket agency frauds are sparse outside of localized newspaper archives from the Massachusetts area. These small-scale "immigrant banks" frequently defrauded newly arrived Eastern European laborers by taking money intended for steamship tickets or family remittances and vanishing before local authorities could react. They had a two-week head start from February 24 to March 12 to board a transatlantic vessel to England or resettled under aliases in major metropolitan area in the U.S.] Private immigrant banking fraud was a systemic crisis in the United States between 1880 and 1920, driven by the rapid influx of Southern and Eastern European laborers who were locked out of mainstream American financial institutions. Thousands of unregulated, unchartered neighborhood banks" operated in immigrant enclaves, serving as vital community hubs before frequently collapsing due to speculation, mismanagement, or intentional "bank-wrecking" scams. Mainstream American commercial banks in the early 20th century generally required English fluency, had business hours that conflicted with manual labor shifts, and outright refused to service low-wage foreign laborers. To fill this vacuum, saloon keepers, grocers, steamship ticket agents, and boarding house operators acted as private bankers. These became known as immigrant banks. They often doubled as labor bosses (padrones), securing factory, mining, or railroad jobs for newly arrived immigrants. They sold steamship tickets on installment plans to help laborers bring their families to America. They processed tiny financial transfers back to European villages. They held payroll deposits for safe-keeping because workers had no other secure place to store cash. Because these banks operated outside state or federal regulation . . . or gamble on speculative stocks. When a personal business venture failed, the entire community's savings vanished with it. First edition of this fund raising poster promoting the National War Garden Commission who stridently advocated canning and food preservation as home front support during World War I. Pack (1857-1937), a forestry expert and 3rd generation Michigan lumber baron was keen on public education and promoted the importance of self-sustainability of food supplies in the United States. He was the primary org`anizer of the National War Garden Commission, and his efforts including posters, lecture seminars, instructional works, along with canning and drying manuals resulted in an estimated 1.45 million quarts of canned fruits and vegetables in 1918. He also was a key figure who aided in the U.S. School Garden Army mobilizing American school children. Maginel Wright Enright (1881-1966) was the youngest sister of Frank Lloyd Wright (1867-1959), attended the School of the Art Institute of Chicago from 1897-1898, and joined the Chicago engraving firm of Barnes, Crosby & Co. as artist. She illustrated over 60 books, many magazine covers, patriotic posters during World War I, and was also considered by Walter Reed "largely responsible for revolutionizing the quality of illustrations in children's readers."
