Prima edizione, pubblicata postuma da Michele Amari, di questo importante saggio storico-politico composto dopo il fallimento dei moti insurrezionali del 1821 a Napoli e in Piemonte. Palmieri, acceso fautore della Costituzione siciliana del 1812 che aveva contribuito a redigere, batte l'accento sulla natura contraddittoria e ambigua della politica dell'Inghilterra che, ritenuta amica del popolo siciliano, dette tuttavia il lasciapassare alla restaurazione dell'assolutismo borbonico. Niccolò Palmieri (1778- 1837) fu insigne storico e studioso di agricoltura, economia e diritto. Formatosi nelle sue discipline sotto il proprio concittadino Paolo Balsamo, si dette in gioventù per un periodo all'avvocatura, poi da lui abbandonata per ritornare agli studi prediletti. Eletto nel 1812 al Parlamento della Sicilia come rappresentante di Termini, con il proprio maestro Paolo Balsamo imprese la stesura della nuova Costituzione siciliana del 1812, poi abrogata nel 1815 dopo la restaurazione borbonica. Egli "fu uno strenuo difensore dell'autonomia della Sicilia, per la quale egli vagheggiava una Costituzione liberale di tipo inglese. Per questo l'Amari. scelse di pubblicare il suo manoscritto" (Moncada Lo Giudice). Cfr. D?allora in poi continuai a scrivere la storia, con quell?estensione e in quella forma, che a me parve convenevole, sino all?abdicazione del re Carlo III in favore di Ferdinando III, suo figliuolo.''
