XX Dr. Peel writes in his preface: The public is prone to accept political clubs, and machines, too, as inevitable, and it regards them with mingled feelings of distaste and respect. Periodically, the political machine falls into disfavor and it is then the fashion for reform leaders to denounce all of the "organization" clubs as parasitic institutions; but the "bosses" build them up again, recapture control of the municipal administration, and resume their plundering. When I first turned my attention to the subject of local politics in New York City and its environs, the machine was everywhere in power. Civic corruption went unchecked, laws were violated with the apparent approval of the majority of the electors, and the few civic-minded agencies which still functioned were laughed to scorn. In the meanwhile, the depression has come upon us, the farce of prohibition has ended, a "reform" administration has assumed the responsibilities of government and political clubs have gone into decline. My original intention was merely to analyze the structure and functions of local politics. It seemed that local political organization consisted of various closely related and complex institutions of which the institutions of political leadership, political clubs, quasi-political organizations and the patronage were the most vital. The study of political leadership, which I carried on concurrently with the present work, will appear shortly. This book concerns itself chiefly with the analysis of political clubs. The facts herein were gathered during the years 1927-1932. XX Roy Victor Peel (1950-1953): Roy Peel was born in 1896 in Des Moines, Iowa. Service in World War I interrupted his college education; he was a second lieutenant in the Army Air Service. After the war, he completed his B.A., graduating from Augustana College in 1920. From there, Peel moved between teaching and post-graduate education, eventually earning a Ph.D. from the University of Chicago in 1927. While an assistant professor of government at New York University, Peel researched and wrote extensively, publishing several articles and books. By 1934, he was the director of research in public administration at NYU and had achieved the rank of full professor. In 1935, Peel began a nearly two-year research expedition to Scandinavia, planning to survey public administration in those countries. Returning to the United States in late 1936, he took a position at Indiana University. During World War II, Peel worked for the government in a confidential civilian capacity. This tour of service included a stint as chief of the United States Information Service in Copenhagen in 1945. President Truman appointed him director of the Census Bureau in February 1950, only months before the decennial census.
