Second edition considerably expanded. The first edition was issued in 1788. This is considered the author's most important work. The title loosely translates as: Elementary Treatise on the Maturation of Vessels, for use by Naval Cadets. / Pierre-Alexandre-Laurent Forfait pursued brilliant studies at the college in Rouen, where he won prizes in mathematics and hydrography. He was admitted, at barely twenty years old, into the naval engineering corps, thanks to an exception, as this corps at that time only admitted members of the nobility. / Sent to Brest in 1773, he served there as a naval construction engineer until 1783, when he held the same position in Cádiz under the Count d'Estaing. Recalled to France when the government decided to establish regular shipping services for its colonies using steamships to carry goods and a large number of passengers, he found the solution to the problem by building vessels that perfectly fulfilled the intended purpose. The ship designs he provided at that time have remained standard models. / Upon his return in 1791, he was elected deputy for Seine-Inferieure to the Legislative Assembly, a position he held until 1792, and gave a significant boost to shipbuilding. At the end of the Legislative session, he returned to Le Havre to resume his work until France conquered Belgium and the Netherlands. Sent to these two countries to examine their coastlines, he advised them to establish a naval port in Antwerp. / In 1796, the Directory commissioned him to explore the course of the Seine from Le Havre to Paris, with the aim of ascertaining the possibility of navigating upstream with ships of a certain size, a possibility he demonstrated by anchoring at the foot of the Pont Royal. In a report addressed to the Naval Commission, he recorded all the details relating to the methods used to lower and raise the masts while passing under the bridges and outlined the improvements proposed to facilitate the supply of the capital using this river. / Appointed to the Ministry of the Navy as a commissioner in 1798, he prepared the fleet for a raid on England during the Consulate. After the coup of 18 Brumaire, Napoleon Bonaparte appointed him Minister of the Navy, but he resigned in 1801. Replaced by Decres, he joined the Council of State. He was subsequently appointed inspector of the flotilla intended to intervene against the British, and maritime prefect in Le Havre and Genoa. / He was a member of the Institute, mathematics and physics section of the Academy of Marine, and director of the port of Le Havre. He was made a commander of the Legion of Honour in 1801. / He also wrote in Latin and received a prize in 1773 for a memoir written in that language on the dredging of rivers and navigable canals. His full-length portrait is placed in the main hall of Rouen's town hall. To honor his name, the Imperial Navy, and later the National Navy after 1870, christened a steam aviso "Forfait," which was sunk in 1875 by a collision during a naval exercise off Corsica with the cruiser Jeanne d'Arc (spur-mounted). Reliure de l'époque en plein veau fauve raciné, dos lisse orné de faux-nerfs et de motifs décoratifs dorés, pièce de titre de chagrin rouge, plats cernés de fines roulettes dorées, gardes et contreplats de papier à la cuve, toutes tranches dorées. Mors un peu frottés, quelques épidermures et manques de peau en pied des plats, coins émoussés. Précieux exemplaire provenant de Denis Decrès (1761-1820), avec son feuillet d'ex-libris manuscrit contrecollé sur un contreplat. Decrès succéda directement à Forfait au ministère de la Marine le 3 octobre 1801 et conserva ce portefeuille jusqu'au 1er avril 1814, avant d'être rappelé pendant les Cent-Jours. * Ingénieur-constructeur naval avant d'être ministre, Pierre-Alexandre-Laurent Forfait (1752-1807) appartient à cette génération de techniciens auxquels Bonaparte dut une part de son apprentissage des contraintes propres à la guerre maritime. Les deux hommes sont en relation dès le contexte italien et vénitien de 1797 ; Forfait participe ensuite aux préparatifs navals de l'expédition d'Égypte avant d'être appelé au ministère de la Marine en novembre 1799. Les Lettres d'un observateur partent d'un constat sans détour : la supériorité maritime anglaise interdit à la France d'espérer reconstituer tranquillement, par les voies ordinaires, une marine capable de rivaliser avec la Royal Navy. L'auteur écrit ainsi que « ces dominateurs des mers ne donneront jamais le temps nécessaire pour recréer et former une marine par les moyens ordinaires, la navigation marchande ou la pêche », ajoutant qu'ils feront toujours la guerre à la France avant que ses forces navales aient pu atteindre un développement propre à les inquiéter. De cette faiblesse relative découle une conception plus souple de la guerre maritime. Plutôt que d'attendre la reconstitution d'une grande flotte de ligne, l'auteur privilégie des moyens capables d'agir rapidement et de contourner la supériorité britannique.Le plan de descente en Angleterre arrêté par Bonaparte le 21 juillet 1803, dans lequel la flottille doit pouvoir agir sans attendre l'appui préalable de la flotte de ligne, prolonge de manière frappante cette logique. La présence de l'exemplaire dans la bibliothèque de Decrès donne à ces pages une résonance particulière ; successeur immédiat de Forfait, Decrès devait lui-même exprimer à Bonaparte ses réserves sur les capacités de la flottille et sur l'idée qu'elle puisse, à elle seule, rendre possible le passage de la Manche. Le volume réunit ainsi matériellement deux conceptions de la politique navale française : celle d'un texte favorable à une réponse adaptée à l'infériorité maritime de la France, et celle du ministre qui allait conduire pendant plus d'une décennie la Marine impériale. L'attribution de l'ouvrage demeure cependant discutée ; Barbier et la Bibliothèque nationale de France le donnent à Forfait ; un certain Degay, aide des constructions navales, en revendique pour sa part la paternité dans une lettre conservée dans son dossier au Service historique de la Défense. En l'état des sources, cette revendication ne permet pas de trancher définitivement, mais elle ajoute à l'intérêt bibliographique d'un texte publié au cur même des débats qui entourent la reconstruction de la puissance navale française. Qu'il soit de Forfait ou de Degay, cet opuscule appartint à Denis Decrès, précisément l'homme chargé, après Forfait, de transformer en politique les débats qu'il expose ; cette provenance place ainsi l'exemplaire au cur des hésitations stratégiques du Consulat, lorsque Bonaparte cherche encore comment opposer à la maîtrise anglaise des mers une voie f in-8 de 5 ff.n.ch. et 214 pp .…
