Fondata nel 1932 come Bollettino dalla Sezione Piemontese dell'Istituto Nazionale di Urbanistica, diventa Rivista ufficiale bimestrale dell'Istituto dal 1933. Il Direttore è Pietro Betta (che cura solo i primi tre numeri) alla sua morte è sostituito dal caporedattore della rivista Armando Melis De Villa, che dirige la rivista fino al 1945. Edizione originale, e unica, di questo saggio sulla citta' di Torino e sugli sviluppi urbanistici futuri della citta'. Gli autori sottolineano la necessita' di un controllo pubblico sulle trasformazioni urbane in atto, in senso propositivo, e non solamente limitato alla verifica del rispetto della viabilita' indicata nel piano regolatore. Lo studio procede ad un esame della varie zone urbane considerando le esigenze e le possibilita' cittadine. Viene analizzato, ad esempio, il "quartiere degli studi" nel quale si dovrebbero riunire tutti i diversi istituti di istruzione superiore, facilitando cosi' il movimento degli studenti e degli insegnanti. Allo stesso modo Betta e Melis propongono la creazione di un "quartiere giudiziario" in una zona dove siano compresi il Palazzo di Giustizia, e relativi uffici, ma anche gli studi e le abitazioni per avvocati e magistrati. Porta Palazzo dovrebbeÂdiventare la zona annonariaÂin cuiÂprogettare moderni mattatoi con relativi servizi in Corso Taranto. Per la sede della citta' sportiva viene indicata la sponda del Po tra il Pilonetto e la Gran Madre. Gli autori criticano poi la mancanza di spazi verdi nella zona intensamente fabbricata con la maggior parte dei giardini disposti alla periferia dell'abitato. ITA.
