Auf Anregung von Wilhelm II. brachte der Vizekanzler, Staatssekretär des Reichsamts des Innern und Staatsminister ohne Geschäftsbereich Arthur von Posadowsky-Wehner (1845 ? 1932) dieses Gesetz im Reichstag ein. Nach dem mehrwöchigen Streik im Hamburger Hafen 1897 sah dieses Gesetz eine Bestrafung mit Gefängnis für Personen vor, die einen Arbeiter an der Ausübung seiner Arbeit hindern oder ihn zum Streik verleiten. Die Vorlage wurde jedoch im Reichstag abgelehnt. Arthur von Posadowsky-Wehner zog daraus die Konsequenz die Sozialdemokratie durch eine Politik des Ausgleichs und der Einführung der Sozialgesetzgebung in den Staat einzubinden. - Gebräunt und am Umschlag randrissig, Text in gutem Zustand. 400 gr.

Er studierte Volkswirtschaftslehre und wurde nach Vollendung seiner Promotion mit Beginn des Zweiten Weltkrieges zur deutschen Luftwaffe eingezogen, wo er ab dem Jahre 1941 dem Reichsluftfahrtministerium unterstand. Gegen Ende des Krieges geriet er in Gefangenschaft, nahm dann aber nach seiner Freilassung im Jahre 1947 höhere Verwaltungsaufgaben in der Bundesrepublik Deutschland war, zunächst als Referent im Büro für Friedensfragen, später im Bundeswirtschaftsministerium. Seine Karriere im diplomatischen Dienst begann von Posadowsky-Wehner im australischen Canberra im Jahre 1952, später war er Direktor der Afrika-Abteilung im Auswärtigen Amt in seiner Funktion als deutscher Botschafter in Nigeria.
