Part Three presents a comparison of various types of barriers across different federalisms (i.e., labour mobility, tax harmonization, regional development strategies). The final part focuses on constitutional and other avenues that may be open to implement policies designed to increase harmonization of policies. The conclusion is devoted to establishing an agenda for future research. The papers included here were originally presented at a conference sponsored jointly by the Ontario Economic Council and the Canada-U.S. Law Institute.
