For more than 75 years, high-hazard structures in the U.S., including dams and nuclear power plants, have been engineered to withstand floods resulting from the most unlikely but possible precipitation, termed Probable Maximum Precipitation (PMP). Failure of any one of the more than 16,000 high-hazard dams and 50 nuclear power plants in the United States could result in the loss of life and impose significant economic losses and widespread environmental damage, especially under the pressures of climate change. While PMP estimates have provided useful guidance for designing critical infrastructure, weaknesses in the scientific foundations of PMP, combined with advances in understanding, observing, and modeling extreme storms, call for fundamental changes to the definition of PMP and the methods used to estimate it.Modernizing Probable Maximum Precipitation Estimation recommends a new definition of PMP and presents a vision for a methodology relevant for design, operation, and regulation of critical infrastructure. The new definition targets precipitation depths with an extremely low exceedance probability instead of assuming rainfall is bounded, and considers specified climate periods so that PMP estimates can change as the climate changes. Near-term enhancements to PMP include improved data collection, model-based storm reconstructions, and strengthened scientific grounding for PMP methods. Long-term model-based PMP estimation will employ kilometer-scale climate models capable of resolving PMP storms and producing PMP-magnitude precipitation. A Model Evaluation Project will provide scientific grounding for model-based PMP estimation and determine when transition to a model-based PMP estimation should occur. Scientific and modeling advances along this front will contribute to addressing the societal challenges linked to the changes in extreme storms and precipitation in a warming climate, which are critical steps to ensuring the safety of our infrastructure and society.

On the continuation, Best writes: `Among the unpublished manuscripts left by Willibald Pirckheimer at his death is a fragment of a dialogue patterned after Eccius dedolatus. It deals with the cure of a later illness supposedly incurred by Eck on his return from Rome. Eck came back to Germany in August 1520, bringing the bull, Exsurge Domine, that threatened Luther, Pirckheimer, Karlstadt, Adelmann, Spengler, and two others with excommunication. We may safely assume, however, that Pirckheimer did not know of the papal censure at the time he wrote this satire on Eck. When he did become aware of the bull, in October 1520, he went to great lenghts to secure absolution. He would not then have ridiculed Eck as he did in the continuation of Eccius dedolatus. First (and only) edition of the February 6th issue (Vol. VII, No. 162) of Every Saturday. 10 1/2" x 7", newsprint wraps, 32 pp. + 8 pp. ads. A couple of small corner folds, 2 small holes through which an early owner apparently tried to bind this issue with others, some discoloration at one edge of rear cover, small chips at bottom edge. Almost no age toning or foxing. Supple. A very solid Very Good Plus. An extraordinarily scarce original wraps copy of Every Saturday, which is found when it is found almost exclusively as six-monthly hardbound aggregations. Every Saturday was the weekly offering of Fields & Osgood (after Ticknor & Fields) which offered, in the publisher's words, "choice reading selected from current foreign literature" - i.e., usually reprints from similar overseas journals, generally English ones. This particular issue interestingly includes, as a "New Uncommercial Sample", Charles Dickens' "Mr. Barlow", which was Chapter 34 from his "The Uncommercial Traveller". As the original-wraps version of Every Saturday rather than the later hardbound accumulation, this piece is almost certainly the first American publication of that chapter. That title was originally published in England in 1860 by Chapman and Hall, but the first American edition was that of - yes, Fields & Osgood in 1869. F & O published chapters from the work here in Every Saturday, one in an issue, described as from "advance sheets" (most Every Saturday entries were reprinted from foreign journals). Herein is Chapter 34, the story of that difficult tutor, Mr. Barlow, who was "the vulture that gorges itself upon the liver of my uninstructed mind". Also included: "Handsome is That Handsome Does" (Blanchard Jerrold, reprinted from 'The London'); Nelly's New Year (Hesba Stretton, reprinted from 'The Argosy'); and a variety of pieces, unattributed as to author.
