Chase reviews the various grants made to the new State of Minnesota by the Federal government: "Internal Improvement Grant", "Five per cent for Roads", "Railroad Lands", "State University Lands", Agricultural College Lands", "Park and Forestry Lands", "Salt Spring Grant", "School Land Grant", and what is described as the largest grant to the State: "Swamp Land Grant"! Chase was at this time the Republican State Auditor and Land Commissioner.
