Justinian sought to reform Roman law and education. This work was originally intended to be used by law students, but they were not solely used as a textbook, they actually carried legal weight as law! These institutes have been edited with commentary for decades, some more popular than others, but Pierre Rebuffi's is a highly important late 16th-century edition. Rebuffi was a French jurist who was perhaps the most famous legal scholar of his day.
