"einer der eifrigsten Gegner des neu erwachten evangelischen Lebens in Hamburg".- Der Hamburger Jurist, Se…nator (und spätere Bürgermeister) Johann Heinrich Bartels (1761-1850) vertrat die Ansicht, daß die Protokolle über Eheschließungen, Geburten, Todesfälle etc. nicht den Kirchenbüchern (allein) zu überlassen seien, sondern in einer staatlichen Behörde vereinigt werden müßten, wie es bereits unter französischer Besatzung in Hamburg eingeführt worden war.
