Comme la plupart des grandes villes de province, Toulouse ne possédait à la veille de la Révolution qu'une feuille d'Affiches, et comme toutes les publications de ce genre ces Affiches toulousaines évitaient de s'aventurer sur le terrain politique. Elles devaient en effet se plier aux contraintes juridiques imposées à la presse provinciale par la législation de l'Ancien Régime : le système du privilège, qui réservait à l'officieuse Gazette de France le monopole de l'information politique, et la censure royale, exercée conjointement à Toulouse par un inspecteur de la Librairie et par le juge-mage (le lieutenant général de la sénéchaussée). « Si nos Affiches ne présentent pas de ces avis qui alimentent la curiosité naturelle de l'homme pour tout ce qui est relatif à la politique », s'excusait en janvier 1782 leur directeur, le libraire Jean-Florent Baour, « ce n'est pas que nous ne le désirassions pas autant que nos lecteurs : mais cette matière est pour les feuilles de province ce qu'était l'Arche du Seigneur pour les Philistins, elles ne pourraient y toucher sans le plus grand danger ». La plus durable fut celle du Bulletin de Madame de Beaumont, ou Journal des Journaux, entreprise à l'automne de 1789 (le premier numéro connu est daté du 16 octobre) par la veuve Resplandy, libraire, poursuivie à partir de septembre 1791 par l'imprimeur Pierre Lalanne, et qui se prolongea jusqu'en juin 1792 sous les titres successifs de Bulletin de Paris et de Versailles, Bulletin, Bulletin et Réviseur impartial du pour et du contre. Paraissant d'abord les mardis et vendredis, puis les mardis, jeudis et vendredis, sur huit pages in-octavo, ce Bulletin reproduit le texte de l'édition parisienne, augmenté de comptes rendus des débats de l'Assemblée nationale et de rares annonces ou informations toulousaines. Il est donc constitué pour l'essentiel par une compilation des journaux « patriotiques » et « royalistes », prétendument objective mais favorisant nettement ces derniers. La seconde réimpression est une des nombreuses Collections des Actes des Apôtres suscitées par le succès de la célèbre feuille satirique de Jean-Gabriel Peltier ; comprenant cent soixante-quinze chapitres répartis en trente-cinq « livraisons », elle forme cinq volumes in-octavo, dépourvus de date et d'adresse mais ornés d'un décor gravé qui prouve qu'elle a bien été imprimée à Toulouse ame Auguste Gaude dans le prospectus du Nouvelliste national. La Révolution permit en effet aux Toulousains d'exprimer librement leurs opinions et de les communiquer à leurs concitoyens par la voie de publications périodiques. Mais les bienfaits escomptés de l'abolition de la censure se révélèrent assez vite plus minces que prévus. À l'exception des Affiches, deux journaux seulement se maintinrent plus d'une année : le Bulletin (33 mois) et le Nouvelliste national (18 mois) ; tous les autres n'eurent que quelques numéros. Les innovations les plus prometteuses ou les plus originales, telles que le rythme quotidien du Nouvelliste national et l'usage de l'occitan pour L'Homé franc, restèrent sans lendemain. Le pluralisme des tendances politiques, bien vivant en 1790 quand Les Quatre Évangélistes injuriaient les libraires patriotes, n'a pas survécu au Bulletin, qui n'en donnait déjà qu'une version très édulcorée. En octobre 1793 ne subsiste qu'une feuille locale, le Journal révolutionnaire de Toulouse, ou le Surveillant du Midi fondé le 26 septembre par ordre des représentants en mission et de la Société populaire, organe de propagande dont le conformisme politique est sans doute plus pesant que celui des Affiches d'Ancien Régime.
