El populista es sinónimo de demagogo y éste es tan común en las democracias que su presencia a nadie sorprende. El populismo es pues un elemento consustancial a la democracia, pues el político populista siempre ha formado parte de su paisaje: el que busca avivar el rescoldo de los temores sociales para hacer de ello su medro. Puesto que el recurso es conocido, su usuario generalmente carece de credibilidad, salvo en condiciones excepcionales. Sin embargo, más allá de la figura del demagogo, este endemismo de la democracia puede dar lugar a epidemias verdaderamente preocupantes, como cuando el populismo se convierte en el proyecto político de un partido que goza de audiencia entre los ciudadanos. Entonces deja de ser un recurso individual para concentrar un poder político sobresaliente: el endemismo más o menos benigno se convierte en una amenaza mortífera para la democracia.
