Formidable defensor de la Monarquía Absoluta o de Derecho Divino, ROBERT FILMER (1588-1653) escribió el ameno panfleto político titulado PATRIARCA O EL PODER NATURAL DE LOS REYES con el objeto de combatir a dos «ladrones» que querían crucificar a la monarquía: el Papa y el pueblo. El argumento de Filmer es sencillo: La monarquía es una institución natural, como la familia; así el Rey es un padre. Todo padre puede ser injusto y equivocarse, pero en sus actos prevalece siempre el amor por sus hijos, y por ello éstos le deben obediencia; así es el Rey para con su pueblo y no puede ser tirano. De modo que, concluye Filmer, es falso que el pueblo goce de una libertad natural originaria, puesto que la creación misma comienza con un padre y no con la elección del padre por los hijos. Por tanto, no tiene derecho el pueblo a deponer a los reyes, ni a limitar su gobierno con la ley. El fundamento natural del orden de la sociedad es la obediencia y, si se quiebra, no sobreviene la libertad, sino la guerra civil. El libro, compuesto para defender la prerrogativa de Carlos I de Inglaterra quien acabó ejecutado en 1649, fue publicado póstumamente en 1680 para defender los derechos dinásticos de Jacobo II. Sidney, Locke y otros escribieron acerbamente contra esta obra.
